Blue Badge, White Badge and Red Badge — what each one gives you

Three different disabled parking badges exist in England. Most people know about the Blue Badge but miss out on the additional privileges the White Badge and Red Badge provide. This guide explains exactly what each one allows — and crucially, what it does not.

The Blue Badge — national rules

The Blue Badge is a national scheme administered by local councils across the UK. It is the foundation of disabled parking in England — but on its own it provides less than many people assume, particularly in London.

Badges are valid for up to three years and cost up to £10 in England and Wales. In Scotland they are free. You must display the badge on the dashboard whenever you use any of its privileges — never in the glovebox or boot.

The parking clock matters. When parking on yellow lines you must display the blue parking clock set to the quarter-hour period of arrival — not just the badge. Without the clock showing arrival time, the concession does not apply and you may receive a Penalty Charge Notice.
London is different. Within Westminster, the national Blue Badge gives significantly fewer parking privileges than it does elsewhere in England. Crucially, the national yellow lines concession does not apply inside Westminster — you cannot park on yellow lines using a Blue Badge alone. Westminster runs its own White Badge scheme (described below) which restores and extends those privileges for eligible residents and workers.

Westminster White Badge — what it adds

Westminster City Council operates its own scheme for residents and workers in the borough. The White Badge is used alongside the national Blue Badge — it is not a replacement. It provides significantly greater parking freedom within Westminster than the Blue Badge alone.

The White Badge is never automatic. Holding a Blue Badge does not entitle you to a Westminster White Badge. A completely separate application to Westminster City Council is always required — even if you already qualify automatically under their criteria.

Who qualifies

Westminster residents(main home in Westminster, on the Electoral Register) who meet at least one criterion: PIP Mobility 8+ points on Moving Around; PIP 10 points on descriptor E of Planning a Journey; Higher Rate DLA Mobility; registered severely sight impaired; terminal illness (SR1/DS1500); War Pensioner's Mobility Supplement; Armed Forces Compensation (tariffs 1–8); or caring for a child under 3 with specified medical conditions.

Non-residents (workers or students in Westminster) who hold a national Blue Badge AND work or study at least 16 hours per week in Westminster, or attend life-saving treatment there for 12 or more hours per week.

Cost and processing time

The badge itself is free. Westminster charges £10 to add or remove a vehicle. Automatic qualifiers are processed within 7 working days. If an Occupational Therapist assessment is needed, allow 6–8 weeks. Valid for up to 3 years.

City of London Red Badge — what it adds

The City of London Corporation — the local authority for the Square Mile — issues its own Red Badge scheme, equivalent to Westminster's White Badge but applying only within the City of London boundaries. If you live, work, or regularly visit the City, applying for both a Blue Badge and a Red Badge is worth doing.

Some concessions provided by the Red Badge within the City of London are not covered by the national Blue Badge scheme, which is why the City of London explicitly recommends registering for both if you are eligible.

What the Red Badge gives you

  • Park in pay and display bays and disabled bays free of charge, with no time limit
  • Park on single yellow lines for up to 30 minutes
  • These privileges apply within the City of London (the Square Mile) only
Note that on single yellow lines the Red Badge gives only 30 minutes within the City — less than the 3 hours the national Blue Badge gives on yellow lines elsewhere in England. Always check local signs within the Square Mile.

Who qualifies

Eligibility mirrors the national Blue Badge criteria: Higher Rate Mobility DLA or qualifying PIP Mobility score; registered blind; permanent disability making walking very difficult; or hidden disabilities including learning disabilities, autism, and mental health conditions that substantially affect travel. The scheme was extended to hidden disabilities in August 2019, in line with the national Blue Badge changes.

Which badge do you need?

I live or work anywhere in England outside Westminster and the City of London

The national Blue Badge is all you need for on-street parking. Register with APCOA separately if you use their car parks.

I live or work in Westminster

Apply for both a Blue Badge and a Westminster White Badge. The White Badge gives you resident permit bays and unrestricted pay & display — the Blue Badge alone gives you almost nothing within Westminster.

I regularly visit or work in the City of London (the Square Mile)

Apply for a Blue Badge and a City of London Red Badge. The Red Badge gives you free parking in pay & display bays within the Square Mile.

I live in Westminster and also go into the City of London
